Summary
The Engineer Project Programmer will support planning, programming and advocacy of facility requirements for current and future years across a variety of funding sources, in accordance with applicable AF guidelines, criteria and business rules, while fostering communication between 718th CES personnel, customers and other key stakeholders to recommend project requirements; ensure compliance with U.S. Federal, Government of Japan, local and AF regulation; draft required documents; develop estimates; and other components of the project package for Government approval and submittal.
Essential Duties and Responsibilities
Supports Cherokee Nation Management & Consulting’s (CNMC) client, the 718th Civil Engineer Squadron’s (CES) mission of operating and maintaining Kadena AB’s facilities and infrastructure.
Assist in the planning, development, programming and advocacy of FSRM, UMMC, and MILCON requirements.
Develop estimates; and other components of the project package for Government approval and submittal.
Develop facility requirements in accordance with applicable Japanese and USAF guidelines, criteria and business rules
Understand and apply appropriate facility planning criteria such as UFC, NFPA and IBC, etc.
Assist in the development of the Base Comprehensive Asset Management Plan (BCAMP) to include reviews, approvals, and submissions
Prepare parametric (Class 3) and unit price (Class 1) construction cost estimates using estimating tools such as PACES and RSMeans
Assist in the development of the following: Project Scoring Worksheets (PSWs), Comprehensive Planning Platform (CPP), Vector Checks, Simplified Analysis of Alternative (SAoAs), Conceptual Charrette Reports(C2Rs), 5 Rs (Robustness, Redundancy, Resourcefulness, Response and/or Recovery) Condition Index (RCI), DD Form 1391s, Facility Space Worksheets, etc. as outlined by the Air Force Installation and Mission Support Center and the Air Force Civil Engineer Center published business rules and guidance.
Personnel will be required to learn and perform required Enterprise Business Systems (EBS) data entry and tracking.
Personnel will prepare products and materials for presentation at various approval boards and will review, proofread, and correct technical reports, documents, and correspondence between contractors, A-E firms, and Government personnel.

Supervisory/Management Authority
This position does have any supervisory and/or management authority. They will report to the On-site Leader.
Education and/or Experience
Construction management, engineering or architectural background is required
BS in engineering, architecture or construction management with 5 years’ experience as a Construction Project Manager or Commercial Construction Estimator
HS diploma and 10 years’ experience as a Construction Project Manager or Commercial Construction Estimator
Mandatory requirement to complete the Air Force Institute of Technology Life Cycle Cost Estimating course (WENG 400) during their first year of employment.
Experience with programming of Air Force projects is highly desirable
Excellent communication skills both oral, visual and written English
Proficiency in Microsoft Office products (Excel, Word, PowerPoint and Outlook)
Experience in RSMeans Cost Books and PACES is required
Experience in GIS and NEXGEN IT (TRIRIGA) is desired
Experience in E4Clicks is desired
Experience with VAST, BUILDER SMS, PAVER SMS and Tableau desired
Knowledge, Skills and Responsibilities
Candidates will be required to successfully pass drug screening and a US federal background check.
Ability to obtain and maintain a US Air Force NACI/SF85 for unescorted access to on-base facilities and access to government computer systems.
Candidates must have a valid US passport with more than one year of validity prior to their start date.
Candidate and their family members will be subject to the Status of Forces Agreement between the governments of the United States of America and Japan.
Experience and understanding of the military planning and programming process
Ability to simultaneously manage multiple requirements
Ability to work independently with minimal supervision
Work Environment
Controlled office environment on a US military base in Japan, using government-provided computers and office space.
Requires local travel to project sites on Okinawa.
