Summary:
Engineer with Airfield Pavements experience to serve as owner’s rep for Military Construction (MILCON) and similar projects in Guam, the Commonwealth of Northern Mariana Islands (CNMI), and other western Pacific locations. The right candidate will have experience in FAA Circulars for flexible (asphalt) and rigid (concrete) airfield pavements, UFC 3-260-01 and -02, Airfield Pavement Evaluation (APE), or similar engineering requirements. Work as an integral part of the design and construction management team to provide day-to-day management of the design and construction process, and proactive engagement.

Essential Duties and Responsibilities
Provide on-site quality assurance of large construction projects ($5M to $400M) as owner’s representative.
Proactively communicate with agent and stakeholders to identify project issues, propose solutions, discuss technical requirements, provide detailed analysis, and document results.
Provide daily, weekly, monthly reports. Follow up to ensure and document completion of action items.
Candidate will work as an integral part of our company’s and the Air Force’s design and construction management team to provide day-to-day management of the design and construction process, and proactive engagement with NAVFAC, Air Force customers, AE and construction firms, 36 CES, and other government agencies.
Clients include the Air Force Installation Mission Support Center (AFIMSC) Det 2, the Air Force Civil Engineer Center (AFCEC), Naval Facilities Engineering Command (NAVFAC), Pacific Air Forces (PACAF), among others.
Reviews/analyzes UFCs, AFIs, and other guidance documents, especially related to airfield pavements, airfield operations, and airfield facilities.

Supervisory/Management Authority
This position does not have any supervisor or management authority

Education and/or Experience
Bachelor’s Degree in engineering strongly preferred (in some cases experience and relevant degree may be substituted for the degree requirement). PE, advanced degree, or PMP is a plus.
At least three years of relevant experience working with airfield facilities to include pavement.
Experience with complex facility design/construction projects, and/or project challenges such as conflict resolution, claims management, etc. is a plus.
Experience at a US military headquarters-level organization on MILCON or similar programs is a plus.
Experience with Architectural & Engineering (A&E) companies and contracts is a plus.
Experience with construction cost and schedule estimating is a plus.

Knowledge, Skills and Abilities
Candidate must be a US citizen
Selected candidate will be subject to a US federal and state government background investigation.
Candidate should have a valid US passport with an expiration date that is at least one year from the start of their position.
Familiarity with airfield pavement design and construction.
Skilled in complex facility design/construction projects, and/or project challenges such as conflict resolution, claims management, etc. is a plus
Proven skills with US military headquarters-level organization on MILCON or similar programs is a plus.
Proven skills with Architectural & Engineering (A&E) companies and contracts is a plus.
Working knowledge of construction cost and schedule estimating is a plus.
Familiarity with airfield pavement design and construction.
Proven ability to work collaboratively with clients/customers to identify issues and solve problems.
Ability to obtain and maintain a US Air Force NACI/SF85 for unescorted access to on-base facilities.
Strong communication and computer skills.

Work Environment
Office environment on US military base (Andersen AFB).
Off-base travel will likely include occasional trips to projects in CNMI or the western Pacific region. Some local travel required, mainly on Andersen
